Summary:Recommendation adopted by the European Commission on 13 September 2024 setting out guidance on the transposition of Article 29 of the Directive (EU) 2023/1791 as regards energy services. Further information:Directive (EU) 2023/1791 - the recast of the Energy Efficiency Directive (EED) - was adopted in September 2023 and it raised the European Union's ambition for 2030 in terms of energy efficiency. It set a target for the European Union (EU) to consume at least 11,7 % less energy by 2030 compared to the projected energy use for 2030 based on the 2020 EU reference scenario. In this context, it also enhances the measures relating to support for the development of market for energy services in the Member States. The Act acknowledges the role of energy services in improving energy efficiency and driving decarbonisation as they can mobilise the technical and financial capacities of third parties to attain energy and financial savings in a cost-efficient manner through energy performance improvements at the premises of the energy consumer. Over the last decades different forms of energy services have emerged across the EU. The definition in the Directive is very broad, covering all those forms. The objective of Article 29 is twofold: facilitating energy services’ market development by setting the enabling conditions for market operators and promoting the uptake of energy services by the public sector. This Recommendation was adopted by the European Commission on 13 September 2024 and published in the Official Journal on 20 September 2024. |
