This Report finds that crowdfunding remains relatively small is developing rapidly. It notes that Member States began to put in place national frameworks to support the growth of the sector and ensure investors are appropriately protected. The document suggests that if appropriately regulated, this sector has the potential to be a key sources of financing for small and medium-sized enterprises (SMEs) over the long term.

This working document was released as part of the Action Plan on Building a Capital Markets Union (CMU), which pledged that the Commission would publish a report on the development of European crowdfunding to assess national regimes, identify best practice, and present the results of the Commission's monitoring of the evolution of the crowdfunding sector.
