Directive 2010/13/EU governs EU-wide coordination of national legislation on all audiovisual media, both traditional TV broadcasts and on-demand audiovisual media services. It was amended and updated by Directive (EU) 2018/1808, which reinforces the obligations to promote European films and TV shows in on-demand services.

The guidelines offer a practical tool aimed to ensure such promotion. The document includes a recommended methodology for the calculation of the share of European content in each national catalogue. It also clarifies the definition of low audience and low turnover.
