Communication adopted by the European Commission on 21 February 2023, setting out guidelines as regards the scope of Member States' reports concerning measures for the promotion and development of media literacy skills in the framework of the Audiovisual Media Services Directive (AVMSD).

Directive 2010/13/EU governs EU-wide coordination of national legislation on all audiovisual media, both traditional TV broadcasts and on-demand audiovisual media services. It was amended and updated by Directive (EU) 2018/1808, which set new obligations for Member States to promote and take measures to develop media literacy skills. The framework also requires Member States to report on the implementation of that obligation, and the Commission to issue guidelines regarding the scope of such reports.

This Communication seeks to provide such guidance. The reports cover the measures for promoting and developing media literacy skills. Complementing the general objectives of the AVMSD, the guidelines also aim to help Member States share best practice on media literacy. This non-binding document was published by the European Commission on 21 February 2023 and published in the Official Journal on 23 February 2023.
