Intergovernmental Conference 1996. Commission report for the Reflection Group

This report is the Commission's response to the mandate of the Corfu European Council: that the Community institutions review the operation of the Treaty on European Union. It is the first stage in a long and delicate process. It takes stock of the operation of an instrument that has been in force for only 18 months. The fact that in the period before the 1996 Intergovernmental Conference the institutions are each reviewing their collective modus operandi is welcome. Practical proposals on amendments to the Treaty will follow in due course.
