The EU, its Member States, the Western Balkan partners, representatives from other countries, as well as from international organisations and international financial institutions, including the United Nations (UN) and the World Bank, attended the conference. It was chaired by the President of the European Commission in the presence of Albania's Prime Minister. A presentation of the post-disaster needs assessment (PDNA) preceded the opening of the pledging session.
Following the conference, it was reported that €1.15 billion had been pledged to support Albania in recovering from the effects of the earthquake.
