Millions of people fled Syria since 2011, seeking safety in neighbouring countries and beyond. Millions more were displaced inside Syria. This commentary feature highlights that, while the Syrian conflict showed no sign of coming to an end as of 2017, governments and aid agencies had already begun to consider the repatriation of those millions of refugees.
