Background and further information:

The EU Strategy on Afghanistan proposes actions in five priority areas:

+ Peace, stability and regional security;
+ Democracy, rule of law and human rights;
+ Economic and human development;
+ Migration;
+ Empowering women.

This effort follows the Brussels Conference on Afghanistan held in October 2016, the signing of an EU-Afghanistan Cooperation Agreement on Partnership and Development in February 2017, and the appointment of a Special Envoy to Afghanistan in June 2017.

The Council of the European Union discussed and adopted a set of conclusions on this Strategy on 16 October, during a meeting of the Foreign Affairs Council.

The European Commission and the EU's High Representative for Foreign Policy published on 24 July 2017 a joint communication setting out their vision on how the European Union can support Afghanistan in addressing its challenges and bringing positive change for its citizens.

The Council of the European Union adopted a set of conclusions on this Strategy on 16 October 2017.
