This Report assesses the progress on the implementation of the 22 actions identified in the Joint Framework on countering hybrid threats, for the period between July 2017 and June 2018.

The Joint Framework was adopted in April 2016. It recognises the trans-boundary, complex nature of hybrid threats and proposes a whole-of-government approach to strengthening the overall resilience of societies across the European Union. This is the second progress report and it is part of a package of documents and reports relating to security and defence.
