Moldova's parliament failed to approve a new government on 4 January 2016 as a necessary majority was not present at the chamber during the vote.

Ion Sturza - who had already been in the prime minister's office in 1999 - was therefore rejected, leaving the president with no choice but to choose another candidate.

In October 2015, the government led by Valeriu Streleţ had been ousted after just three months in office as a banking scandal engulfed the country. Another former prime minister, was arrested in the same month over a fraud case.
