For ESO's comprehensive guide to Brexit information sources click here.At the formal launch on the 19 June 2017 of the Brexit negotiations between the European Union and the United Kingdom the European Commission had made clear that one of its three immediate priorities in the negotiations would be to reach a Citizens' Rights agreement - to protect the rights of existing EU citizens in the UK and UK citizens living in other EU member states after the UK left the EU.

The European Commission also published a Position Paper: Essential Principles on Citizens' Rights (accessible via the related url hyperlinks below).

At the European Council in Brussels, 22-23 June 2017, United Kingdom Prime Minister gave first details of an offer from the United Kingdom on Citizens' Rights.

Initial reactions from EU leaders and others were said to be lukewarm. In addition, the campaigning group the3million called the offer 'pathetic'. 'EU citizens in the UK have been waiting for 12 months to know what their future might entail. The Prime Minister set out details, anchoring their future rights in the notoriously difficult and unfair UK immigration law. This is unacceptable'.

The full details of the UK offer was published in a Policy Paper published by the UK Government on the 26 June 2017 called Safeguarding the position of EU citizens in the UK and UK nationals in the EU, and in a statement given by Theresa May in the House of Commons on the same day.

EU leaders reacted with a certain degree of disappointment. For example, the European Parliament’s political leaders and Brexit Steering Committee members in an Opinion feature published in EurActiv on the 10 July 2017 condemned the UK’s 'damp squib' of an offer on the rights of EU citizens and insisted they would refuse to endorse a Brexit deal that stripped EU citizens of their acquired rights.
