In November 2018, the European Commission presented its Communication 'A clean planet for all'. This long-term strategy shows how Europe can lead the way to climate neutrality by investing into realistic technological solutions, empowering citizens, and aligning action in key areas such as industrial policy, finance or research – while ensuring social fairness for a just transition.

The Commission’s strategic vision is an invitation to all EU institutions, the national parliaments, business sector, non-governmental organisations, cities and communities, as well as citizens and especially the youth, to participate in ensuring that the EU can continue to show leadership and encourage other international partners to do the same.

The strategy has been widely debated across the EU institutions and among stakeholders during 2019. This informed debate is a step towards adopting and submitting to the United Nations Framework Convention on Climate Change (UNFCCC) an ambitious long-term strategy by early 2020, as required under the Paris Agreement.
