Further information:

The proposed Recommendation aims to tackle poverty and social exclusion by promoting adequate income support, effective access to enabling and essential services for persons lacking sufficient resources and fostering labour market integration of those who can work, as laid in the European Pillar of Social Rights (EPSR).

In order to reach its objectives, the initiative aims to:

• improve the adequacy of income support;
• improve the coverage and take-up of minimum income;
• improve access to inclusive labour markets for those who can work;
• improve access to enabling and essential services;
• promote individualised support;
• increase the effectiveness of the governance of social safety nets at EU, national, regional and local level, as well as monitoring and reporting mechanisms.

The draft Recommendation was adopted by the European Commission on 28 September 2022, alongside a Communication aimed at supporting the assessment of distributional impact of Member States' reforms. The Recommendation was adopted by the Council of the European Union on 30 January 2023.
