Proposal for a Council Recommendation on strengthening social dialogue in the European Union

Draft Council Recommendation - adopted by the European Commission on 25 January 2023 - seeking to strengthen social dialogue in the European Union (EU).

The draft Recommendation aims to support Member States in promoting social dialogue and collective bargaining at national level, by addressing three main elements: consultation of social partners on the design and implementation of economic, employment and social policies; encouraging social partners to negotiate and conclude collective agreements, while respecting their autonomy and the right to collective action; and fostering support for increased capacity of social partners.

This initiative was tabled by the European Commission on 25 January 2023, alongside a Communication on strengthening social dialogue in the European Union. It also seeks to complement Directive (EU) 2022/2041.
