Decision (EU) 2021/764 - adopted by the Council of the European Union on 10 May 2021 - establishing the Specific Programme implementing Horizon Europe, as set out in Regulation (EU) 2021/695. This is a text with EEA relevance.
The Decision lays down the operational objectives of the Specific Programme, the budget for the period 2021-2027, the rules for its implementation and the activities to be carried out under the Specific Programme. It repeals Decision 2013/743/EU.
The draft Decision was originally tabled by the European Commission on 7 June 2018 in the framework of the wider package of the Multiannual Financial Framework (MFF) for 2021-2027. The Council of the European Union adopted its partial general approach on 30 November. The plenary of the European Parliament adopted a negotiating position on 12 December. The positions did not cover financial provisions, subject to wider political negotiations. A (partial) informal agreement on a compromise text was reached on 19 March 2019.
The Commission adopted revamped proposals on the MFF 2021-2027 in May 2020, which was followed up by an amended proposal for the Specific Programme. The co-legislators reached an informal agreement on the overall financial provisions in November 2020. Formal endorsement was delivered in December 2020. This draft law was fully adopted by the Council on 10 May 2021. The Act was published in the Official Journal on 12 May 2021.
