Legislative proposal - put forward by the European Commission in June 2018 - setting up the Horizon Europe programme for the period 2021-2027.
The Horizon Europe programme builds on the Horizon 2020, the research and innovation programme in place for the previous Multiannual Financial Framework (MFF). The Commission adopted on 7 June 2018a draft law proposing the allocation of €100 billion for the MFF 2021-2027, which includes €97.6 bn under Horizon Europe and €2.4 bn for the Euratom Research and Training Programme - whose specific proposals were adopted in parallel as part of the package of proposals relating to research and innovation.
This legislative package was put forward in the context of the overall negotiations for the Multiannual Financial Framework for the period 2021-2027. The Council of the European Union agreed on a partial general approach on 30 November 2018, while the European Parliament adopted its negotiating position on 12 December 2018. An informal agreement between the co-legislators on a compromise text was reached on 20 March 2019.
