Proposal for a Regulation on data collection and sharing relating to short-term accommodation rental services and amending Regulation (EU) 2018/1724

Short-term accommodation rentals (STRs) are an increasingly important part of the tourism sector. They represent nearly one quarter of the total supply of tourist accommodation in the European Union (EU), and this has been boosted by the emergence of online platforms. Due to its growing relevance among local communities and the overall tourism ecosystem, regulation has started being introduced at national, regional and local level, including action to enhance the transparency of STRs.

Numerous and differing data requests by public authorities risk burdening platforms, notably those operating across borders, which impairs their ability to offer STR services across the EU single market. Public authorities also struggle to obtain reliable data in an efficient manner. Tis draft law aims to harmonise and improve the framework for data generation and data sharing on STRs across the EU, and to enhance the transparency in the STR sector. It also proposes to amend Regulation (EU) 2018/1724 accordingly.

The initiative was first announced in the European Commission's SME Strategy in March 2020. It was eventually adopted by the Commission on 7 November 2022. The Council of the European Union adopted its general approach to this file on 2 March 2023.
