Summary: Legislative initiative tabled by the European Commission 2 February 2021, introducing a framework concerning statistics on agricultural input and output (SAIO). This is a text with EEA relevance. Further information: Eurostat has compiled agricultural statistics for the European Union (EU) for decades. Such data collection was assessed in 2016 and were found to be in need of an update to take account of the changes in agriculture, the Common Agricultural Policy (CAP) and other related policies of the European Union (EU). A major programme aimed at modernising EU agricultural statistics was launched - the Strategy for Agricultural Statistics for 2020 and beyond, as part of the REFIT programme. The plan aims to provide the most accurate statistics for the design and evaluation of the agricultural and other related EU policies, while reducing the costs and burden of data collection. A 2016 impact assessment of the strategy suggested a two-step integration of existing agricultural statistics (except for EAA), which would include a new framework regulation concerning statistics on agricultural input and output. SAIO includes aggregated data on agricultural inputs (prices of seeds, pesticides, feed, etc.) and outputs (crop and animal production and prices) collected from farms, administrative sources, intermediaries (dairies, etc.), wholesale entities and market organisations, and often take account of expert estimations. The draft law aims to repeal Regulation (EC) No 1165/2008, Regulation (EC) No 543/2009, Regulation (EC) No 1185/2009 and Council Directive 96/16/EC. This proposal was tabled by the European Commission on 2 February 2021 as part of the effort to modernise the European Agricultural Statistics System (EASS). |
