The Northwest Atlantic Fisheries Organisation (NAFO) is the regional fisheries management organisation (RFMO) responsible for managing fishery resources in the Northwest Atlantic. The European Union (EU) has been a Contracting Party to NAFO since 1979. Regulation (EU) 2019/833 implemented into EU law the NAFO conservation and enforcement measures.

At its annual meeting in September 2022, NAFO adopted a number of legally binding measures for the conservation of fishery resources under its purview as regards new duties of flag States relating to the submission of research plans, vessel requirements to carry out research activities, the regulation of trial tow upon first entry into a Division on a fishing trip, adjustments for redfish 3M NAFO Division closures, prohibition of landing, transhipment and retention on board of Greenland shark (Somniosus microcephalus) and the cross-listing of vessels carrying out illegal, unreported and unregulated (IUU) fishing from other regional fisheries management organisations.

Following the entry into force of these measures in December 2022, they became binding on all NAFO Contracting Parties. The draft law was adopted by the European Commission on 3 March 2023. The plenary of the European Parliament endorsed it on 9 November, followed by the Council of the European Union on 27 November. The Act was signed by the co-legislators on 13 December 2023 and published in the Official Journal on 20 December 2023.
