Summary:Regulation (EU) 2024/1468 - adopted by the co-legislators on 14 May 2024 - introducing amendments to Regulation (EU) 2021/2115 and Regulation (EU) 2021/2116 as regards good agricultural and environmental condition standards, schemes for climate, environment and animal welfare, amendment of the CAP Strategic Plans, review of the CAP Strategic Plans and exemptions from controls and penalties. Further information:The Strategic Plans under the Common Agricultural Policy (CAP) seek to foster a smart, competitive, resilient and diversified agricultural sector. Pursuant to Regulation (EU) 2021/2115 - the primary legislative framework of the CAP Strategic Plans (CSPs) - expenditure must contribute to delivering on ten specific economic, environmental and social objectives of the CAP, measured by a series of common indicators. National CSPs were developed by each Member State and approved by the European Commission, providing an increase in subsidiarity in management of the CAP and a performance orientation. The first year of implementation of the CSPs highlighted the need to ensure effective implementation and cut red-tape. Implementation should also be connected to wider discussions relating to the European Green Deal, which may affect farmers directly and the requirements of the CSPs. The legislative framework was also agreed before the start of Russia's invasion of Ukraine, which has influenced markets and the Europe's agricultural policy context. Farmers have protested across the EU against the impact of that policy context. This Regulation seeks to address certain difficulties in the implementation of the CSPs, following up on discussions within the different EU institutions and wider consultations. The adjustments focus on reducing administrative burden, flexibilities that allow national administrations to adapt implementation to address farmers' situations, changes to the balance between conditionality and voluntary schemes, and reassurance as regards stability of the policy during the lifetime of the CSPs. The draft law was adopted by the European Commission on 15 March 2024. The text was endorsed by the plenary of the European Parliament on 24 April and by the Council of the European Union on 13 May. The Act was signed by the co-legislators on 14 May 2024 and published in the Official Journal on 24 May 2024. |
