Legislative proposal - published by the European Commission in June 2018 - providing for the strategic plans put together by Member States in the context of the Common Agricultural Policy when it comes to direct payments and rural development.
The draft law was adopted by the European Commission on 1 June 2018 as part of a legislative package aimed at the modernisation and simplification of the European Union's Common Agricultural Policy (CAP). This package was put forward in the framework of the discussions on the Multiannual Financial Framework (MFF) for the period 2021-2027.
The general objectives of the CAP focus on economic viability, the resilience and income of farms, on an enhanced environmental and climate performance, and on the strengthened socio-economic fabric of rural areas. Moreover, fostering knowledge, innovation and digitalisation in agriculture and rural areas is a cross-cutting objective. In view of the scope of the reform that is necessary to achieve these objectives, it became appropriate to provide for a new legal framework in one single Regulation that covers the EU support financed by the European Agricultural Guarantee Fund (EAGF) and the European Agricultural Fund for Rural Development (EAFRD) and that replaces the arrangements currently laid down in Regulation (EU) No 1305/2013 and Regulation (EU) No 1307/2013.
The European Parliament's relevant committee approved a position on this draft law on 2 April 2019.
