One of the main legal instruments within the domain of electrical and electronic engineering industries is the Radio Equipment Directive (RED), which establishes a regulatory framework for placing radio equipment on the internal market and is applicable to products using the radio frequency spectrum.

Article 44 (2) of the RED confers the power to adopt delegated acts on the Commission for a period of five years from 11 June 2014 and requires the Commission to draw up a report in respect of the delegation of power. Under Article 47 (2) of the RED, the Commission shall review the operation of the Directive and report thereon by June 2018 and every five years thereafter. This report is therefore prepared for the purposes of both Articles. In accordance with Article 47 (2) it covers matters on the transposition and operation of the RED, including the progress on drawing up the relevant standards and the activities of the Telecommunication Conformity Assessment and Market Surveillance Committee (TCAM). The report also provides details and updates, in accordance with Article 44 (2), on the delegation of power.
