Dmitry Medvedev, Russia’s President demanded on the 31 March 2011 that ministers in the Russian government resign from the boards of Russia’s biggest state companies. This was seen as a sign of an intensifying pre-election power struggle between the camps of Dmitry Medvedev, president, and Vladimir Putin, prime minister.

The minister who would have to stand down from their corporate positions included: Igor Sechin, the deputy prime minister and chairman of oil group Rosneft; Alexei Kudrin, the finance minister who is also chairman of VTB, the state bank; and Igor Levitin, the transport minister and chairman of state airline Aeroflot.
