Previews and reports of visits to Brussels by Poland’s President Andrezj Duda on 18 January 2016 for a meeting with European Council President Donald Tusk, and by Polish Prime Minister Beata Szydło to Strasbourg on the 19 January 2016 to take part in a debate on the European Parliament. The visits were planned to de-escalate tensions with EU, following the European Commission decision to hold an orientation debate on the situation in Poland and the rule of law mechanism on the 13 January 2016, primarily focusing on the Polish government’s newly adopted reforms regarding the Constitutional Tribunal and the governance of public service broadcasters. While the new PiS government, and its party leader, Jarosław Kaczyński, remained defiant at home, there was a sense that the government had to mount a co-ordinated public relations counter-offensive against the criticism from within the EU Institutions, and also the shock downgrading of its sovereign debt rating by Standard & Poor’s on the 15 January 2016. The European Commission's decision to start a dialogue with Polish authorities on the rule of law and media independence in Poland was hotly debated in a plenary session of the European Parliament on the 19 January 2016, in the presence of Polish Prime Minister Beata Szydło. While some political group leaders criticised her government for disregarding democratic checks and balances, others agreed with Ms Szydło’s contention that it had not breached the rule of law in Poland. |
