Justice and Home Affairs Council, 9-10 June 2022

Summary:

A meeting of the Justice and Home Affairs Council (JHA) was held on 9-10 June 2022. The agenda included the following items:

• Discussion on the proposed positions tabled by the Council Presidency on the proposed screening regulation, Eurodac regulation and solidarity mechanism;
• Adoption of general approach on proposed reform of the Schengen Borders Code;
• Discussion on the situation of the Schengen area, based on the European Commission's latest report on the state of Schengen;
• Adoption of proposed Council regulation reforming the Schengen evaluation and monitoring mechanism;
• Political discussion on the activity of the European Border and Coast Guard Agency (Frontex);
• Update on the implementation of the plan aimed at enhancing EU coordination on welcoming people fleeing the war in Ukraine;
• Discussion on measures to prevent and combat potential human and firearms trafficking stemming from the war in Ukraine;
• Adoption of general approach on proposed Directive on information exchange between law enforcement authorities;
• Adoption of general approach on proposed Regulation on automated data exchange for police cooperation (Prüm II);
• Adoption of proposed Recommendation on operational police cooperation;
• Briefing on cooperation between competent authorities dealing with counter-terrorism;
• Briefing by the Council Presidency on the preparations and agenda for a forthcoming EU-US JHA ministerial meeting;
• Presentation by the forthcoming Czech Council Presidency of its work programme in relevant areas;
• Exchange of views on the appropriate judicial responses in the context of the war in Ukraine;
• Discussion on the proposed extension of the list of EU crimes to violations of sanctions;
• Adoption of conclusions on the EU Strategy on the rights of the child;
• Adoption of partial general approach on the proposed Directive concerning environmental crimes;
• Adoption of general approach on proposed Regulation on digital information exchange in terrorism cases;
• Adoption of general approach on proposed Regulation establishing a collaboration platform for joint investigation teams (JITs);
• Exchange of views on data protection in the context of international transfers of personal data, based on a Presidency Paper;
• Briefing by the Council Presidency on progress concerning interinstitutional talks as regards proposed Regulation on European Production and Preservation Orders for electronic evidence and Directive on legal representatives for gathering evidence;
• Briefing on the state of play on the EU's accession to the European Convention on Human Rights (ECHR);
• Presentation by the European Commission of its guidelines on extradition.
