Summary: As Belarus’s presidential election approached on August 9th 2020, opposition to Alyaksandr Lukashenka was growing. This created a dilemma for the EU. On the one hand, it wanted to stay true to its principles of promoting democracy and the rule of law. That meant putting pressure on the regime of Alyaksandr Lukashenka, in the hope that it would change its behaviour. Yet on the other hand the EU wanted Belarus to retain its sovereignty and independence, which meant preventing Russian domination of the country. If the EU applied strong sanctions, and spurned Lukashenka, it could create a space for Russia to move into.
