Competitiveness Council, 27-28 May 2021

Summary:

A meeting of the Competitiveness Council (COMPET) was held on 27-28 May 2020. The agenda includes the following items:

• Agreement on general approach concerning the proposed regulation on establishing the European High Performance Computing Joint Undertaking (HPC);
• Adoption of conclusions on ways to enhance the attractiveness of research careers in the European Union (EU);
• Exchange of views on the most important elements of an ambitious European Research Area (ERA) for the forthcoming decade, based on a Note prepared by the Council Presidency;
• Update on progress concerning the proposed decision on the EU's participation in the European Partnership on Metrology;
• Update on progress concerning the proposed regulation on establishing the Joint Undertakings under Horizon Europe;
• Briefing on engagement in Mission Innovation's activities and governance, based on Note prepared by the European Commission;
• Briefing on the global approach to research and innovation as set out in the latest Commission's communication;
• Presentation by the Slovenian Council Presidency on its work programme in the relevant fields;
• Adoption of conclusions on the need for a new approach in the EU's space sector;
• Adoption of conclusions on using Copernicus, Galileo and EGNOS to improve climate change mitigation and quality of life of people in coastal areas;
• Discussion on the main building blocks of a future EU position on space traffic management, based on a Note prepared by the Council Presidency;
• Briefing on progress concerning the proposed regulation on a single market for digital services (Digital Services Act);
• Briefing on progress concerning the proposed regulation on contestable and fair markets in the digital sector (Digital Markets Act);
• Policy debate on the impact of the above-mentioned digital package on the EU's competitiveness and influence, based on Note prepared by the Council Presidency;
• Policy debate on the updated New Industrial Strategy, based on Note prepared by the Council Presidency;
• Adoption of conclusions on the future of European tourism;
• Adoption of conclusions on the promotion of data technologies to improve Better Regulation;
• Presentation by the European Commission on its proposal aimed at harmonising rules on artificial intelligence;
• Briefing on the main aims of the Commission's proposed regulation on foreign subsidies distorting the internal market;
• Presentation by the European Commission on its Trade Policy Review;
• Briefings by different delegations on the EU's standardisation system, and the EU's competition and state aid framework.
